The survey is part of the process for the development of the 2015-2020 Consolidated Plan (CONPLAN), which is the strategic plan for the use of federal dollars for eligible activities of the following U.S. Department of Housing and Urban Development (HUD) grants: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME) funds.
